Does the Display List on NTSC also have 3 Blank Lines?

I remember I once read that the 3 blank lines in the PAL DL are there to center the picture better and that they are only there if the system is a PAL system (GTIA).

I just tested with different emulators and founds the $70,$70$70 / 112,112,112 are also there on NTSC.

Maybe somebody with a real NTSC machine could have a look :-) ?
