Display then no display - Power issue? Short?

Hi, this is my first post here.  I finally spent some time today trying to get my 2600 (6 switch) to work after talking about it for so long!

 

At first, I was able to get a couple games to at least show something on the tv.  One even had the start screen, though some of the graphics seemed to be jumbled.

 

Well, then the power plug-in broke loose from the motherboard.  I unplugged the mobo from the switchboard to do the soldering and when I re-plugged in the ribbon, I accidentally plugged it in offset, such that the number 1 wire from the mobo was going to the number 2 pin on the switchboard, and so on.  After that incident, I could no longer get anything to show up on the tv.  It's just the blue screen that the tv shows when nothing is on.  Could plugging the ribbon in like that have shorted out anything?

 

Here are a few other things I've noticed/done:

1) Replaced the voltage regulator just in case, but that didn't fix it.

2) When powered on, only 6 - 6.2V are being pulled by the machine and only about 4.3 - 4.4V are coming through the regulator.  Any idea why this would be so low and if that could be causing my issue?  The unloaded power supply pulls over 14V so I wouldn't think that is bad.

3) The RIOT chip is getting very hot.  Can only touch it for about a second - any longer would cause burns probably!  Is this bad?
