Are Atari 5200 games ported from the 8-bit line? can Atari 800 play 5200?

are 5200 games ported from the Atari 8-bit line? Can the 800 XL or XE play 5200 games?  I heard that many games look better on the 5200... how can this be.... (Joust for example)
