220VAC 'Ingots'?

Are there any 220VAC power supplies that are as dangerous as the "ingot" and/or are any of them to be preferred over others? Are 'heavy' power supplies inherently more failure-prone than those not filled with epoxy?

(Bought a 130/65XE combo without PSUs and try to shop for the right replacement.)
