Kung Fu Master PAL vs NTSC Game ID confusion

Hello All - been happily 2600ing for a couple of decades, but a curveball has come my way....

In order to play games as god intended, I disposed of my PAL 2600 and replaced it with an NTSC model. In the process of doing the same with all of my games, I've stumbled across one that has confused me. What was supposed to be an NTSC version of kung fu master (AG-039-04) has come up with the wrong colours on my NTSC machine. The very same colors that my PAL copy displays when played in the NTSC machine - which seems to indicate that the cartridge must be PAL.

Its important to note that this cart was purchased from a non-ntsc territory (France), but I've always ignored the place of purchase - having always followed the Activision Game ID codes for identifying pal (EAG-000 EAX-000 etc) vs ntsc (AG-000, AX-000 etc) games. This has proved to be 100% reliable until this one. The cart is absolutely identical to the carts available for purchase in the USA, in artwork and game ID.

Could anyone shed some light on this?
