Playing PAL games in NTSC land?

I'm running out of NTSC titles that I want, so I'm entertaining the notion of starting to collect PAL titles. I also have a few rare PAL carts I'd like to play.

What's the best way to play PAL cartridges in NTSC land?

One idea I have is to acquire a PAL console, connect the RF to an NTSC (or PAL?) VCR, then send A/V from the VCR to a VGA converter. Does anyone think that would work?

Or is there a simpler solution (with the exception of emulation, which doesn't interest me) that is known to work?

I'd really rather not buy a PAL TV.

I think I've heard mention that a modern NTSC HDTV can handle PAL RF input. Not sure if that's correct?

The optimal solution for me would be playing on my NTSC CRT TV.
