Can anyone identify this chip

Sorry not much to read on the chip as it is covered by some sort of epoxy but I have this Alphabet Zoo cartridge from Spinnaker and when I opened the cart I found something that doesn't quite look like other cartridges I have seen. Here's the photo:



So what kind of EPROM? is that.....Anyone?
