SIDE SDX 4.46 help

I am running an original SIDE with an Ultimate 1MB upgrade in a PAL 130XE.  I am using SDX 4.46.  I am having trouble with my CONFIG.SYS file loading.  The CF card is set to use drives I and J.  The Atari is connected to my PC and I am running APE with a drive mounted as drive 1.  The CONFIG.SYS file is as follows :

After the CON80 driver loads, I get the following status from APE as the Atari makes the device timeout (fart) noise :

The CONFIG.SYS file never loads completely. It will execute the first SET and then bails to the command line.  I have tried removing most everything from the DEVICE section as well as reordering most of the SET commands.

Can anyone suggest something?
